Guidelines for Navigating Human Subjects Review and Preparing Data Sets for Sharing with the ISDS Technical Conventions Committee

Abstract

The purpose of this panel is to facilitate the dissemination of surveillance-related use cases by public health practitioners with accompanying benchmark datasets to method developers. The panel will present their experiences with preparing patient-level emergency department data sets to accompany a use case submitted to the ISDS Technical Conventions Committee. We will review methods for cultivating a data set that is appropriate for sharing; experiences with and strategies for navigating the IRB human subjects review process; and legal and ethical issues related to sharing syndromic surveillance data with third parties.

Atar Baer, Public Health - Seattle & King County, Seattle, WA, United States

Atar Baer is an epidemiologist at Public Health - Seattle & King County with the Communicable Disease Epidemiology & Immunizations Section, where she has been serving as the county's syndromic system coordinator for the past 11 years. She received her MPH in Epidemiology from the University of Michigan, and her PhD in Epidemiology from the University of Washington. Atar serves on the ISDS Board of Directors.

Marcus Rennick, Marion County Health Department, Indianapolis, IN, United States

Marcus Rennick is an epidemiologist at the Marion County Health Department where he manages the syndromic surveillance system. He earned his MPH in Epidemiology and International Health from Boston University.

Aaron Kite-Powell, MIT Lincoln Laboratory, Lexington, MA, United States

Aaron Kite-Powell is an epidemiologist with MIT Lincoln Laboratory. Prior to his current position he was a surveillance epidemiologist for 8 years with the Florida Department of Health, Bureau of Epidemiology, where he managed Florida's ESSENCE implementation. Aaron serves on the ISDS Board of Directors.

David Atrubin, Florida Department of Health, Tampa, FL, United States

David Atrubin is an epidemiologist with the Florida Department of Health and the manager of the state's syndromic surveillance system (ESSENCE-FL). Prior to that, he served as a Florida Epidemic Intelligence Service fellow and as an epidemiologist with the Florida Department of Health in Hillsborough County. He has worked with various syndromic surveillance systems for over eleven years. Mr. Atrubin attended The Ohio State University where he received his Master of Public Health in Epidemiology.
